Every website belonging to a Bishop's Stortford Chamber member, scored for speed and quality, then sifted for the ones worth pitching a rebuild to. 71 of 78 scored; 7 could not be tested.
+ means the crawl hit its cap, so the real
site is larger.Composite 80 or worse, no e-commerce, booking system or login area, and 40 pages or fewer on an uncapped crawl. These are the ones a speculative rebuild can actually be finished for.

Worth a conversation, not worth building on spec: these are big sites, or they carry a shop, a booking system or a members' area that a rebuild would have to replicate.

This one Chamber gave 78 companies and 4 clean rebuild candidates, about
a 5% strike rate. The method is the asset, not the list: the crawl, probe
and score scripts (scripts/psi_sift_*.py) take a CSV of names
and websites and produce this page.
So the way to scale it is more member directories, not more analysis: neighbouring Chambers (Harlow, Hertford, Saffron Walden, Chelmsford), BNI and 4Networking chapters, trade associations, and the business directories local councils publish. Each is a fresh list of local firms with a website and a budget.
Worth being careful about: several of those directories are members-only or carry terms that forbid scraping, and the contact details in them are personal data. Check what each one allows before pulling it, and keep the marketing-suppression rules in mind before anything is emailed.
